The European drug cartel leaders meet five years after Don's events to discuss Don, who is endangering their industry by undercutting their pricing. They conclude he must pass away. Don, who has spent the last five years in Thailand, travels to a rural community to pick up a consignment of cocaine. His own accomplices corner him and tell him they were given a deal by the Europeans to allow their cocaine from Asia to be sold in Europe. By killing all of his troops and razing the entire settlement, Don manages to escape. He returns to Malaysia and turns himself into Inspector Malik and Interpol agent Roma. He is given a death sentence and imprisoned, where he runs into an old foe named Vardhaan.

Vardhaan seeks retribution from Don for imprisoning him, but when Don provides a way out, Vardhaan decides to cooperate with him. In order to escape, Don and Vardhaan poison the other prisoners. Don meets up with Ayesha in Zurich, and together they remove a tape from a safe whose key belonged to Vardhaan. It demonstrates how J.K. Diwan, vice president of the German Central Bank (DZB), which prints euros, paid Singhania to assassinate James Werden, the bank's first candidate for president, in order to promote Diwan's superior, Fabian Kohl. Vardhan murdered Singhania five years prior. In order to steal the printing plates, Don uses extortion to persuade Diwan to hand him the bank's designs. Diwan provides him with false plans and recruits the lethal assassin, Abdul Jabbar.

In order to go away, Don pays Jabbar to labor for him. Diwan provides him with the original plans since he has no other option. When Roma and Malik reach Berlin, they attempt to question Diwan but are unsuccessful while Don and his men loot a bank. Vardhan and Jabbar betray Don after he has stolen the printing plates, but Don has foreseen this and is able to flee. Don gets detained after another team member, Sameer, reports him to the authorities. In order to get German immunity, Don blackmails Diwan into removing the proof that he was responsible for James Warden's death. In exchange for the release of the hostages and the disabling of the bank bombs, he bargains with the German police and Interpol over the delivery of plates and a CD holding information about the European underworld.

After deadly combat with Vardhaan's thugs, Don and Roma arrive at the man and find themselves in a stalemate. Roma is shot by Jabbar as a result of her inability to kill Don despite orders from Vardhaan and Jabbar as well as Don himself; she still has affection for him despite the fact that he murdered her brother and his fiancée five years prior and does not want to do it illegally. Don kills Jabbar and subdues Vardhaan. In addition to bringing Roma to an ambulance, he completes the deal by acquiring his immunity papers and turning over the plates and disc. Diwan is killed and the license plates he had stolen appear to be destroyed when Don later detonates a device that was hidden in Diwan's vehicle.

The currency plates that the authorities assume were destroyed in the explosion were false, but it is later found that Don still has them. In reality, Sameer was Don's loyalist, and telling the police was part of the plan. The names of the European drug cartel are indeed on the DVD Don handed over. Kohl is soon jailed after being revealed, and the DZB is compelled to appoint a new leader. Don ascends to rule the criminal underworld in Europe.
