Ramnath Rai is the chief minister of Uttar Pradesh, but his daughter Bharti Rai joins a youth movement led by the charismatic Bhaskar Sanyal and rebels against her father. Brij Gopal is the advisor of Ramnath Rai. When Bharti and Bhaskar have slept together, Bhaskar is on the verge of political turmoil and leaves feeling guilty. After Bharti gives birth, Brij takes the boy and has him float away in the Ganges. The marriage of Bharti and Chandra Pratap, brother of Rastrawadi leader Bhanu Pratap, is then arranged by Brij.
After 30 years, the child is Sooraj, who is now the son of Chandra's driver and a well-known figure in the Dalit community. For Bhanu's birthday, Chandra's son Samar returns from the US. The daughter of Bhanu's family friend Saxena and aspiring politician, Indu Saxena, wants to marry him and engage in passionate sexual activity with him. He isn't really interested, though. The last time it was up for election, Bhanu's party didn't get a majority, so it helped Ramnath's party establish the government. Now, Bhanu's party wants Ramnath to step down, but he refuses. Bhanu then stops being supportive. Bhanu had a stroke as Ramnath announces his resignation. He names Chandra as the party's leader and Prithvi, Chandra's older son, as general secretary. Veerendra, the son of Bhanu, is irate.
As the election draws near, Veerendra gives Chandra his list of contenders and inserts his own name on Bhanu's old seat. However, Chandra rejects the list and declares that he would run for Bhanu's old seat. Sooraj declares himself a candidate for the Rastravadi party from his district as the election approaches. Even when Prithvi insults him at the party core committee meeting, he storms out, but Veerendra stands up for him and adds Sooraj to the core group of the party. In the meantime, Indu declares her love for Samar, but he rejects her.
After persuading Chandra to grant Veerendra his preferred seat, Brij plans to have him removed. Ram Charitra, Sooraj's father, is given the Dalit seat by the Brij due to political manoeuvring. When Chandra is announced as the CM candidate, Veeru and Sooraj are informed; nonetheless, Veeru feels that position is rightly his. Veeru is threatened by Chandra with expulsion from the party. Samar Pratap cancels his journey when Chandra is killed because he was about to see his Irish-American girlfriend Sarah in the U.S. and get his PhD. He chooses to remain put and exact revenge for this murder. Prithvi was sentenced to prison for assaulting the hospital-based police officer. To take control of the party, Veeru approaches Bhanu who is paralysed. He then accuses Prithvi of having forced sex by using an irate female party employee. Samar visits Veerendra and promises that the entire family will leave the nation in exchange for Prithvi's freedom. But Prithvi and Samar promise vengeance at Chandra's funeral.
Veeru's gathering to announce his bid for chief minister is interrupted by Samar and Prithvi. The audience names Prithvi as the party's candidate for governor after Samar enters the stage and wins the sympathy vote. In a last-ditch effort, Veeru convinces Bhanu to kick Prithvi out of the party, as Samar had requested. Samar oversees every aspect of the new Jan Shakti party's inauguration. By encircling the corporate community, Veeru deprives them of funding. Veeru and Sooraj collaborate very closely. Samar even offers to wed Indu because her father is a wealthy businessman in order to gain money. However, Saxena insists that Indu wed Prithvi. Both Samar and Prithvi concur. Sooraj informs the media that Samar is having sexual relations with Indu while Prithvi is out campaigning. Meanwhile, Sarah from the US arrives.
Samar uses blackmail to get a senior Rastravadi party official to accuse Veeru & Sooraj of corruption when Prithvi's campaign stalls. Samar is informed by the same individual that Sooraj had plotted to kill Chandra. Samar then uses a mobile phone bomb to kill him. After that, he sleeps with Sarah. Sarah believes Samar was involved in the mobile phone bombing incident. Prithvi kills the cop and the girl because Veeru intends to use them to reopen the forced sex case. Sarah observes as Samar-affiliated men take the girl. She's pregnant and wants to go. After the election, Samar swears to leave everything behind and move in with her.
Samar pays off Rastravadi party members to submit incorrect nomination forms, which results in the rejection of 97 candidates. Veeru orders a bomb detonation that kills Sarah and Prithvi as he becomes desperate. When Brij attempts to kill Sooraj, he discovers that he is actually Bharti's son, making him Samar's stepbrother. When Bharti meets Sooraj and tells him the truth, Sooraj responds that Veeru stood by him when no one else would and that he will never leave him.
Samar includes Indu in the race and capitalises on the sympathy vote. Veeru suspects Samar of manipulating the electronic voting equipment and investigates an abandoned facility after receiving a hint. It's a snare. Sooraj comes next. Despite having the upper hand, he lets Samar go. Veeru is shot by Samar, who then surrounds Sooraj and murders him from behind. Indu is made chief minister and is expecting Prithvi's child. Samar returns to the US to take care of Sarah's mother and finish his PhD.
