For his work in the movie, Khan received a nomination for a Filmfare Award for Best Performance in a Comic Role. The main concept of the movie is loosely inspired on Rush Hour from 1998 and the American films Nick of Time from 1995.
A.K.A. Babulal, Raj, a young guy who lives with his mother, aspires to become a detective dubbed Baadshah like his deceased father. In an office full with tacky detective equipment in Mumbai, he manages a detective agency. Along with Ramlal, his principal helper, he also employs his dependable and helpful pals. Although Baadshah makes a valiant effort to portray his firm as highly sophisticated and continuously active, the truth is that he gets very little work and is in dire need of a huge break. A biochemical facility owned by business tycoon Suraj Singh Thapar is about to close due to a work mishap that may have been avoided.
Gayatri Bachchan, the chief minister of Goa, will shut it down. He decides to have her killed as a result. He instructs his teenage henchwoman Rani to engage Shiva, a reputed contract killer in Mumbai, for the assignment. In the meantime, K. Jhunjhunwala presents Baadshah with a peculiar case. He claims to have a brain tumour and is on the verge of passing away. He wants to marry his daughter off to Nitin, the suitable companion, before he passes away. Seema, the young lady, rejects Nitin, which is why Baadshah is needed. Baadshah devises a complex plan for the task: he uses deception to woo Seema and make her fall in love with him before dumping her.
While Baadshah gets his payment, Nitin consoles her. However, it turns out that he really does care for her. Unbeknownst to Baadshah, the father-son combo of Jhunjhunwala and Nitin are wanted by the CBI. In order to halt an investigation into their bank fraud case, Nitin married Seema, who is Deepak Malhotra's sister and a CBI secret agent. When Agent Malhotra detains the Jhunjhunwalas before the wedding can take place, the plot is unsuccessful. The CBI has discovered that Shiva's effort to kill Gayatri Bachchan was unsuccessful due to his passing in an automobile accident.
CBI headquarters assigns Agent Malhotra the duty of providing additional security for the minister in Goa because of concern for a second attempt. For the assignment, Malhotra is given the codename "Baadshah." When Thapar learns of this, he contacts Rani, who makes arrangements to drive to the airport with her boyfriend, Moti, in order to kill Secret Agent "Baadshah" and have Moti pretend to be him in order to reach Bachchan and carry out the murder. Mahendra Seth offers the detective Baadshah a job at the same time. The businessman's child has been abducted by Manikchand and Saxena in exchange for ransom in order to obtain his gems. Tickets are provided for Baadshah and his companion to travel to Goa, where the kid is being detained.
The same flight is booked for both "Baadshahs." When Agent Malhotra shows up at the ticket window, Rani recognises him as Baadshah. Moti receives this knowledge and secretly assassinates Malhotra. When Baadshah approaches the ticket window, Agent 420's ticket is accidentally handed to her. Additionally, Baadshah discovers Malhotra's lost computer disc. At this juncture, the deceased agent and Baadshah had practically traded places. When Moti comes at the ticket window and introduces himself as Baadshah, the genuine Baadshah's ticket is issued to him. Rani discovers Moti killed the incorrect man on the journey. At the Goa airport, Seema and her boyfriend Tom Uncle are waiting for Agent Malhotra but instead run into Baadshah.
He is known to Seema as Raj, and she is curious about his plans. When Baadshah first meets CBI Agent Adi Chopra, he assumes the agent represents Mahendra Seth, while Agent Chopra thinks Baadshah is actually a covert CBI agent. They leave the airport and head to the CBI Dr. Rusi Surti's office, where Baadshah receives a number of top-secret tools and a car a like James Bond to help him with his job. They praise him for how he handled the Jhunjhunwalas' case, which Baadshah was surprised to find involved them being detained for bank fraud. He acknowledges that Jhunjhunwala had before deceived him and that his decision to marry Seema was a grave error.
Back at the airport, a driver pretending to be Mahendra Seth picks up Baadshah's pals; however, Manikchand and Saxena, the kidnappers, actually employ him. Seema sets up a meeting with Baadshah after she had been watching him. When they first meet, he apologises to her for what had occurred. Although they momentarily make up, Seema is still curious about Agent Malhotra's fate. While Baadshah and Moti argue, Moti interrupts their chat, and Seema runs away. Baadshah recalls seeing Moti pushing a man in a wheelchair back at the Mumbai airport, a man who Moti acknowledges he had killed.
After making his escape, Baadshah gets a call from his captors. The kidnappers instruct him to meet at Saint Paul School to swap the gems for the child.
During the call, Baadshah spots Seema lurking close in a mirror. Unaware that Baadshah was monitoring her, Seema searched Baadshah's hotel room and took the computer disc. When she examines the disc, she discovers that Agent Malhotra and the CBI have strong suspicions that Thapar was responsible for the assassination attempt. Now, Seema and Tom Uncle believe that Baadshah is a phoney who replaced her brother and is assisting Thapar in his scheme to assassinate Bachchan.
When she goes to see Thapar in the club, Baadshah follows her there as well. While Baadshah believes Thapar is the Chief for Mahendra Seth, Thapar believes Baadshah is the replacement that Rani arranged for.
Thapar is informed by Badshah that the project would be finished at Saint Paul School the following day. Thapar believes that Baadshah is referring to the assassination of Bachchan, who, ironically, had a programme scheduled at Saint Paul School the following day.
The trade is completed the following day when Baadshah meets with the kidnappers. Baadshah locates the youngster and his pals, saves them, and apprehends the two criminals. Ramlal and the others are sent to an address Thapar provided. Thapar believes they have kidnapped Bachchan and are bringing her to him, while Baadshah believes they will meet him to return the diamonds and the child.
The kidnappers are driven into town by Badshah. Seema alerts security about the intended killing once she is back at St. Paul's School.
When Khanna, the dishonest top security officer, learns about it, he orders his men to assassinate Seema for knowing their secret. While returning home, Baadshah sees her being pursued and saves her. As they share their knowledge, they both start to recognise their misunderstandings. Rani and Moti observe and hear everything in private as well, and they are also aware of the misunderstanding. Seema and Baadshah are in a difficult situation; Seema discovers that Agent Malhotra, whom she later reveals to be her brother, is dead; and Baadshah's friends and the child are now in the care of Thapar, who isn't who Baadshah thought he was.
When Thapar sees the youngster and Baadshah's companions, he is perplexed. When Rani and Moti arrive, they clear up all the misunderstandings. Thapar makes the decision to take advantage of the circumstance. Thapar will kill his friends and the child until Baadshah kills Bachchan himself. The main players make their way to the Holiday Inn, where Bachchan will address at a conference at 12:30 p.m. While the pals of Baadshah are being held captive in a high-rise room watched over by Rani, the child is being held captive in a van while wearing a bomb vest.
To avoid having to shoot Bachchan, Baadshah repeatedly asks security to take his gun away. But he discovers that Thapar and the entire on-site security team are working together to keep an eye on Baadshah. At one point during a meeting by Bachchan, Baadshah quietly approaches Sheetal, who is Bachchan's secretary and demands that she drop a document on the ground under threat of being shot. He then tells her about the assassination plot against her boss and the desperate situation he is in, pleading with her to spare her boss' life.
The terrified Sheetal, who is unaware that she is in danger, decides to invite Baadshah up to meet the CM's husband, Tyagraj Bachchan, whom she trusted the most, to inform him about the danger his wife is in after learning that the security team is corrupt and unable to deliver the bad news personally to her boss. But regrettably, he murders the poor Sheetal in cold blood, and it is discovered that he was responsible for the plot to have his wife killed. Thapar and Khanna inform Baadshah that he has another opportunity to assassinate Bachchan during a speech set for 2 PM after killing Sheetal.
While Seema is in her room, pretending to be a hotel employee, Baadshah writes a note to Bachchan and leaves it in the speech script folder. In order to reach his pals and the child, Baadshah leaves the building with Seema's help through a bathroom window. Though he is successful, Baadshah and his pals soon find they are unable to disarm or remove the explosive that is attached to the infant, forcing Baadshah to return to the hotel. Just before Khanna knows he's gone, he goes back to the bathroom.
They make their way to the speaker hall around 2:00 pm. After receiving Bachchan's message, Baadshah is certain that Bachchan won't descend, but he is horrified to see Bachchan appear to the hall and realises that he needs to act quickly because Thapar still controls the detonator. As she approaches the podium and sees the note addressed to Bachchan, Badshah moves cautiously toward the actress. Reading it, she discovers that her husband, who had lied to her about Sheetal's absence by revealing Sheetal's death, was the brains of the assassination operation. She finds out that if she shows up for her speech, Baadshah will have to shoot her. When Bachchan sees Baadshah approaching from the front, he understands what he must do.
In a dramatic turn of events, Baadshah grabs a gun and starts shooting at the security guards, starting a shootout. Khanna is among those he succeeds to eliminate completely. Thapar fires at Bachchan after realising he has the opportunity to shoot the actor himself. They both fall to the ground as her personal bodyguard tries to protect her. Much to her husband's surprise, she survives; he tries to go away but is caught by CBI personnel. When Thapar sees Bachchan stand up and attempt to shoot her again, Baadshah steps in and disarms him, shocking Thapar as well.
When Thapar realises that Baadshah has thwarted his plan, he takes out his bomb remote and prepares to set it off.
Thapar's vehicle suddenly bursts into the room, and he is startled to see Baadshah's pals and CBI agents, along with the child and the explosives, emerge from it. They all challenge Thapar to set off the explosives right away. Dr. Surti is working on the bomb as Thapar flees and is being pursued by Baadshah. He is able to get rid of it, and they throw it outside the structure. Rani and Moti are outside as Thapar flees and tells them to set off the device when he gets back inside his car.
Thapar, however, perishes when the bomb explodes beneath his vehicle. By the conclusion, Baadshah's detective firm appears to be doing brisk business. President Bill Clinton calls Ram Lal and offers him $1,000,000 to help with the "Monica Case." Baadshah declares that his "wife duty" is his top priority, declining the case and travelling with Seema.
