Aditya Arunachalam, the commissioner of the Mumbai Police, has been observed shooting and executing gang members all across Mumbai. The National Human Rights Commission of India has taken action against him as a result of the overwhelming condemnation of his careless actions. Aditya's cruelty is the result of the murder of his daughter Vallikkanu, also known as Valli, according to one of the panellists on the committee who was once a close friend of Aditya.
Aditya was appointed Mumbai's new Commissioner a year ago with the task of reducing the city's rampant drug trafficking and prostitution. He frees three kidnapped ladies after arriving in Mumbai, one of which is the child of the deputy chief minister of Maharashtra. Sensing a chance, Aditya launches a significant crusade against the city's prostitution and drug trafficking organisations using the abducted women as justification. His efforts are quite successful, leading to the arrest of countless drug dealers and child traffickers. Ajay Malhotra, the son of well-known industrialist Vinod Malhotra, is one among those detained. Vinod initially tries to help Ajay out, but Aditya stops him. Aditya meets Ajay in prison in order to get his testimony regarding his involvement in narcotics smuggling but instead finds a substitute.
He asks the state and central governments to look into the matter, only to learn later that the people in charge of Ajay's case are on Vinod's payroll. Aditya discovers through a clandestine investigation that Ajay is hiding out in Bangkok and orders the Thai Police to detain him on suspicion of passport fraud. However, dishonest diplomats working for Vinod falsely claim that "Ajay" is still imprisoned in India, resulting in his release from Thai captivity. Unfazed, Aditya leaves for India, where he has the proxy slain in the name of self-defence and announces that "Ajay's" body would be on display to the media. Vinod's friends turn against him when they are trapped and have no other choice but to kill Ajay in India in order to escape themselves.
Ajay is actually the son of Hariharan Chopra, one of the most feared mafia leaders in the world and the man behind the gruesome murder of 57 police officers in Mumbai, it is revealed during Ajay's wake. Hari finds out about Ajay's murder in London at the same time. He crosses the Indo-Bangladesh border covertly to enter India in an effort to get retribution. Vinod approaches Valli, Aditya's daughter, and informs her that he fears for his life. Later, Hari stabs Vinod for failing to shield Ajay. He also plans to assault Aditya and Valli by staging a horrific automobile accident. Aditya escapes the attack, but Valli is found to have internal bleeding that is deadly. She is given just two hours to live by the doctor. She makes a recorded video for Aditya and passes away.
Aditya becomes angry after learning of Valli's passing out of grief. Aditya enters the man's home, thinking Vinod is at fault, only to discover that the man had been murdered. Aditya, who is furious and perplexed, decides to figure out the cause of Valli's death. In the process, he kills several gangsters, which returns the movie to the present. Aditya and his men are attacked by Hari's thugs in the present. They escape the attack, but Aditya is dismissed for his reckless actions. He's on the verge of quitting when he finds Valli's video, which gives information regarding Vinod's prior warning and motivates Aditya to keep going and do further research. Aditya succeeds to get restored into the police force by demonstrating his physical and mental soundness, feeling emboldened and full of renewed confidence.
He then links Hari to Ajay's actual biological ancestry. Hari arranges for the horrific killing of multiple police officers in an effort to escape Aditya. Unfazed, Aditya tracks Hari's whereabouts to the former Mumbai Media offices, which are now held by media mogul Pramod Gupta, who turns out to be one of Hari's cronies. Aditya conducts an operation on the building with the assistance of the police. While he succeeds in capturing Gupta, he is unsuccessful in capturing Hari's thugs. By holding the relatives of the dead police officers captive at gunpoint, Hari returns to the scene of his notorious murder and entices Aditya there. Hari and Aditya engage in combat, with Aditya emerging triumphant. Aditya kills Hari by stabbing him, eliminating Hari's crime spree, exacting revenge for Valli's passing, and restoring peace to Mumbai.
